Anybody know anything about electricity?

Probably a long shot- but maybe someone has a husband who could give me and mine some advice?

On Saturday- we were preparing our Fourth of July meal for our family on Sunday. (Preping ahead) & our lights in the whole house started flickering. We noticed it was only when the ac/stove was running. We called our landlord & they didn’t seem too concerned with it. Took a look around and basically said I don’t know. They flipped a breaker that is downstairs in the business that we live above & it stopped for a short time.

We weren’t home all day on Sunday so I’m not sure if it happened then because we left at 10 am and didn’t get home until 1:30 am & went straight to bed.

Today- my husband turned on the stove to make breakfast & the light flickering started again. It happened for a few mins then stopped. Our ac turned on shortly after & it did it for a second then stopped. We were home all day today & this evening before bed- it started flickering again. Only when the ac is on?

Now we’ve googled it and so on & it says it could possibly be a bad circuit breaker or a circuit overload. We literally only had maybe 3/4 things plugged in total in the whole entire house & I don’t understand how it could overload a circuit with only 3 things going. Do you have any input on what could be happening? My landlords don’t seem too concerned about this matter however my husband has epilepsy and the flickering could potentially cause him to have a seizure. What should we do?
