I think basically if a man believes a specific woman is a hoe, that he won't make her into a wife because he doesn't believe that she could be faithful. I feel like it is one of those once a Cheater always a cheater things.

Means that they view women who sleep around are “easy” or “give it up quickly” aren’t worth marrying or building a life with. So they think a women who is a “hoe” is just there for fun to be used like a sex doll. That is how society views it and unfortunately men have that idea even though men are the biggest hypocrites ever. 
Basically it’s a shitty way to tell someone they’re unworthy just because of the lifestyle they choose to live.
