Relationship advice

So, my boyfriend and I are both in our early to mid thirties. We met online, and have been dating for 18 months. He has one child, and I have 2 from a precious relationship.

I am ready to take the next step, moving in together, marriage, etc.

He is still unsure. He says to me things like, “I don’t know if I can see us being together forever yet, I’d like it but I’m unsure.” And, “I don’t know if I can handle having your kids in my household.”

I feel, like after dating 18 months he should know what he wants.

Should I continue being patient or am I wasting my time with someone who will never commit? Thoughts?
