Husband on the fence about TTC?

My husband has been going back and forth about having a second child. He said ultimately he wants a second baby but can’t figure out how we can balance two kids. He said he doesn’t think he will ever be ready or the one to initiate saying yes let’s do it but I’m feeling guilty and like I’m pressuring him into doing something. We’ve had many open conversations about it and we’ve waited another year before trying but I don’t know what to do. He’s on board but then if I mention ovulation he gets nervous about the situation. Ive offered to go back on birth control to give him more time but he says he doesn’t think more time will help and let’s just do it now. Is anyone else’s partner like this too?
