Can your 1 year old use utensils “properly” during meal times?

No. My 4.5 was doing it for a while by the time he was this age. My middle one just started using utensils 2 weeks ago and he will be 3 next month, but he has autism. 
My 13 m/o doesn't even try. I always put utensils on the tray but he usually just plays with them. I've never actually seen him attempt to use them. But he was never spoonfed either (like my middle one) because he didn't like to be spoonfed, just liked to feed himself.

My son will use it right for one or two bites and then gets distracted with the spoon and I have to take it away because he won’t eat
