Why would a guy wait for a girl each time after work?

What does it mean when a guy waits for you everytime you get off work? But gets very quiet around you??? He talks to everyone else confidently. He is a social butterfly. He normally looks at me and whatever department I work in. He would always come around more than once through out the day. Anyway this guy that I work with (that I like) have one of my managers that he was waiting for me. Right after my manager have asked him this "Who are you waiting for and why are you sitting down?" (She have have asked him this in a silly friendly way. Like sassy way.) "We are all ready to go and leave." And he said "Oh I'm waiting for (My name) _____. " This guy imma call him Luke. He would always look at me and stare at me. But I don't get why he would say this in front of the other managers. Like I have no problem with it. I'm just worried that rumours might spread around. I mean I would like to go out with him tho. And be high key and not low key. But why would he have said this in front of including my other manager who is jealous of me. Even tho she has a husband at home. She acts like she has a crush on Luke. Anyway normally he wouldn't talk to me when other co-workers around. He only speaks to me whenever we are alone or around elderly co-workers. He doesn't speak to me in front of the other coworkers that is around our age. Me and him are both the same age. And we are in our very early 20s. But he would look at me tho and nod his head whenever they aren't looking. And whenever we are outside at work alone. People always interrupt us. I feel like that we never have any time to talk at all because people are always watching me and him. And I really want to tell him that I like him and I'm interested getting to know him as a friend and hopefully become more than friends. Which is dating. But taking it slow. It's so difficult trying to catch up with him. We both don't like people in our business. We have a lot in common and this is what also makes me so drawn to him. He is so handsome and strong!! And pretty hot! I really want him! I want him to be my boyfriend. He would always look at my direction all the time. Please forgive me for my poor grammar. I haven't been able to sleep much.
