Is my puppy’s paw broken

I stepped on my puppy’s paw about 2 hours ago, I was wearing my shoes so ik it had to of hurt she whinned for about a minute and a few minutes later I noticed she was limping/ not putting any weight on her paw.. she hasn’t whinned since then. Is she just sore or do you think it may be sprained or broken
