It looks like hives to me. Have you tried benadryl

Use Children’s Zyrtec, not Benedryl. Our allergist recommends Zyrtec because it’s non-drowsy, and being drowsy is a sign of anaphylaxis, if the reaction is serious. (My toddler is deathly allergic to cashews and pistachios) It also works just as quickly. Hope you’re able to get her in soon! Those are definitely hives.
