Concerned for elderly neighbor..

I have an elderly neighbor who lives by herself that I’m concerned for. It seems like every time I talk to her, her mental health deteriorates even more. She’s a widow, her husband died about 6 years ago. She doesn’t have any children that live in state & they haven’t visited since COVID started. I don’t even know their names or how to get a hold of them or if they would even want to help if it’s needed. The last time they were there they all got into a big argument outside & left a day early. Our houses are extremely close together so everything we do isn’t very hard to see.

Just the other day I saw her at the grocery store that’s super close to our houses. She was telling me & the cashier that she sees & talks to Jesus all the time, that he said she was going to live another 15 years & his angels visit her often.

Our street is currently under construction & was made into a one way street because of the mess. My kids bedroom is closest to her house & one of their windows faces her porch. I saw her leave the house while I was tidying in there, she got on her car & left going the wrong way down the street just to immediately back up, park, & leave the same way. She backed up down the road again, parked, got out of her car, stared at her house for a few seconds & left the wrong way again. She did this 4-5 times before I went outside to see if she was okay.

The other neighbor on her side told me today that she was tending to her garden & our elderly neighbor was in her backyard & it sounded like she was having a full blown conversation with herself. She thought maybe she was on the phone but didn’t see her holding one…

I’m not sure who I would contact to see if she’s okay mentally? I’ve tried talking to her myself but she yells at me & says even crazier things like I work for Google & I’m trying to track her to kidnap her & sell her to the government for testing.

What do I do?? I’m really worried for her safety… not sure if it’s a police matter…
