HELP!!! My baby has a rash all over their face! What is this?

My 1 month old has a red bumps that feel dry all over her face. We took her to pediatrician 2 weeks ago then 1 week ago and she said that this is “normal” and it will go away naturally. Doctor said it was a part of shedding my hormones. However, it tends to flare up when she’s hot. I think she scratches it and is painful bc she seems fussy when it’s at its worst. Doctor did not recommend any treatment but this seems unnatural to me. Has anyone dealt with this? I’m looking for any advice.
