Can fundal height indicate twins?

I was 14 weeks at my last appointment and I think the nurse mentioned my size to my doctor because he decided to measure my fundal height. I’m an average size woman and my fundal is meant to be at the top of my pubic hair but is all the way to my belly button. There’s no concern of gestational diabetes as the baby was measuring a week early at my 7 week scan and I’ve lost 10 lbs since the start of my pregnancy. He seemed weirded out by my fundal size. Could they have missed a twin at my early scan? I haven’t had a scan since then. I’m also already feeling movement.
