So my neighbor fixed his fence over the weekend and today I walk in my backyard and see this. Can they do this?? It looks directly into my yard

Is there a requirement for them to have a fence? If not, tough shit. Build your own fence if it offends you for other people to exist 🤷🏼‍♀️

If it is on their property then yes, it is very much within their right to build whatever and however they want. They do not have to build a privacy fence if they do not want to.

I think it's weird they put an opening to see into your yard when the rest is a regular fence.  Maybe see how much it would be to put a high privacy on your side of the yard to block any peeping eyes?

Unless you live in a community that has an association or something like that and it’s not allowed because everything has to be uniform, that’s an exception, you can contact the homeowners association, but if it’s a single-family home, it’s on their property line, they have every right. Put up some curtains or blinds.

That’s super weird, but yeah they can do that, assuming you don’t have any HOA rules that they are breaking. Also, some places do require permits for certain fencing or fencing of certain heights. There are even some places that require the fence to be a certain distance off the property line. So, I’d check all that out. 
Do you and your neighbor have some weird kind of beef with each other? Or do they seem like they’re creepy? Just curious? Does that opening allow for a great view of some mountains? I’m just trying to figure out the why behind it. I like my privacy, too, so I guess you will need a fence of your own, or a portion of one, or some bushes or a tree.

Depends on the citu/county/hoa rules. You'd have to check for your area. But if it is on their property probably fine. It isn't their responsibility to pay for and build a fence for your privacy. If you want privacy you can build a fence on your property but your neighbors are usually required to worry about a neighbors privacy. We spent $5000 in lumber amd I built our fence but where we live had I not water to when we took the old rotten defense down when we bought the house we don't even have to replace it and if our neighbor wanted a fence they could have built one on their land. But my guess is unless your how requires privacy fencing specifically it is fine on their part.

Yeah, they can do that, I’m currently trying to pick a tree out to block my neighbors view of my house/yard. Their window is above my fence so that’s my option. Honestly you could probably put 2 posts up and hang a tarp between them 😂

They can, as long as HOA approves it (I saw you comment it's an HOA) However that IS weird, and I would be bothered. We've not spent the time or money to clear out the messy trees and brush from the sides of our property line because there is a campground RIGHT next door, and definitely some creepers there, as well as creepy workers there. Wood is way to high priced to cover an entire ditch line, plus the other side of the property too. Even before prices shot up it would've been expensive. 
Anyways, so, I get it. Privacy is important, and feeling like you can't even have your living room windows open sucks. I have close mine as soon as the sun starts setting to block out peering eyes. 
While no one owes you privacy, doesn't mean that it doesn't suck. I hope you can find a solution!
