How to make moves on a shy guy

Hey.

I’ve liked this guy for a little while, and we’ve kissed when we’ve been drunk and stuff, but I’ve always been the one to initiate it. He’s been into it, but he’s far too shy to ever initiate it himself and to be honest it’s starting to turn me off.

I’d like to take things further with him but I don’t know how I can tell him this without making him uncomfortable, or without feeling like he’s agreeing with me because he’s too shy and polite not to.

Basically, am I going to have to take charge of this? And how the hell do I do that?
