My nephew

Hi so I have a 4 year old nephew that has been having an itchy penis for a couple months now his mom has took him to the doctor to see what was going on and she told them that he hasn’t been wiping properly, they told her it could be from him not wiping but I don’t think so because he has been wiping. And it’s like one day he started telling me his penis is itching everyday. He has been scratching his penis talking about it’s itchy and I’ve checked down there and seen dry skin on his penis ,should I take him back so they can check him again I’m just thinking he’s miserable scratching everyday and itching maybe it could be a rash . I’m thinking I’m going to make him an another appointment
