How can I train my dog not to run at other dogs

What can I do to train my dog to not run at other dogs or people . When I take her out to use the bathroom and she sees another dog she yanks on me to go run towards it . It’s nothing aggressive she just wants to play but I get the feeling people think she’s trying to be mean . I would too to be honest. I will wrap the leash around my wrist to keep it shorter it she’s yanked so hard before it hurts my wrist . I have my 7 month old with me and on occasion she will start to tip the stroller . She’s not a big dog but she is strong . This is the culprit .
