7 weeks ultrasound (two sacs)

Found out I’m having twins but one sac has a baby and a heart beat but the other one just has a yolk in it. I’m told by the physician it might not grow cause it’s too late now since I’m already 7 weeks. Has anyone ever had this and did the other sac formed. I’m not losing hope though.
