Waking at 4am and won't go back to sleep

Anyone else having this problem? My almost 7mo girl gets two 1.5-2 hour naps a day, goes down for bed between 6:30 and 7 and is WIDE AWAKE at 4am every day, going on three weeks. If she wakes at other times in the night she puts herself back to sleep no problem, but she shows no interest in going back to sleep after 4am and if I let her fuss and try to self soothe she wakes up the whole house. 😢 I've tried pushing her bedtime but she is falling asleep in our arms by 6:30. We're struggling with how to fix it and I'm exhausted.
