Roseola vs heat rash?

Almost 3 y/o was wearing 3 layers of tops cuz she’s in a phase of dressing herself, took them off and saw these spots. Opinions?

Did she have a high fever? If not then it could be just heat rash. Both my sons had Roseola and after having a high fever their whole body broke out in rash.

If it were Roseola she would have had a high fever for two to three days already and then broken out. And it’s more common in babies. So I’d say heat rash.
