When will I start to produce milk

When does milk normally form in the breast? 
Should it happen a few weeks before delivery or once the baby has been delivered?

I had an emergency c section and the lactation consultant at the NICU advised that c section mommas may take up to a week after birth to really feel like milk is coming in, it took me probably 4-5 days to not feel like pumping was a complete waste of time
