Is it normal to be fertile for weeks yet having a negative pregnancy test? My last period was the end of December and I missed last months.. thoughts??

That’s a negative ovulation test not a positive ovulation test?
For a positive ovulation test the the test line with the arrow beside it needs to be dark or darker then the control line. 
I would say you need to see your doctor about not having a period and ask for hormones testing

This doesn't indicate you're in a fertile window. LH is always present.
