Daughter sick and won’t let me clear her nose

My daughter has the cold and is extremely congested. She still nurses to sleep and it’s making it very uncomfortable for her to and painful for me. I try to use the nose frida with a saline spray but she screams bloody murder. We live in an apartment and the way she screams it sounds like I’m hurting her so I start to worry neighbors will probably call the police ☹️ but I don’t know what else to do. She’s 17months. We’ve done humidifier, vapor rub, sitting in the bathroom with hot water running. Nothing is helping with the thick congestion. I don’t know what to do and my husband is no help because he gets frustrated and irritated when he hears her cry then we end up arguing when all I’m trying to do is help my daughter feel better.
