Yes.
I had a guy who whined and moaned and groaned about needing to use a condom. It turned into a literal 30 minute ordeal where he just kept complaining and borderline arguing with me during "foreplay". I didn't know him very well, and there was a zero chance of me relenting. 
After the half hour of complaining (so stupid pf me, i know) I smartened up and got a bolt of reality. If he was protesting so much with me, he does it with everyone. He has no issue having unprotected sex? He probably does all the time. Omg...run. 
And I did. 
I stopped it, got dressed and left. He complained and apologized and begged me not to go, but I was sufficiently spooked and grossed out tbh. 
I found out a few years later that he had a pretty serious STD. I can't say of he had it during our almost encounter, but I can say I dodged a bullet because if it wasn't that it would've been something else. 
Don't give in. 
Don't do it without a condom.
Protect yourself.

It doesn't seem like most dudes worry about it. 
But they definitely do exist and I appreciate it. It's good for people to have boundaries and make them known. So then I can bring condoms next time & everyone feels comfortable. 
So yes, I have had a guy turn down sex because we didn't have condoms.
