Rash on toddler foot?

Question

Will be getting this checked out but has anyone seen a rash like this before? Noticed it on my toddlers foot this past weekend but it was tiny, now larger and itchy..could it be hand, foot and mouth?

My so developed a rash on that same exact part of both of his feet a few months ago. I could not figure out what it was from! 
Then one day I went to clean his shoes because they were getting dirty and when I took the insert out, there was mold growing under the insert! 😭
I immediately threw them away and got him new shoes and the rash got better and went away within a week or two. 
It turned out that one day when he had been splashing in puddles during winter, his shoes took DAYS to air dry because it was so cold and I never thought to take the inserts out to help them dry. Not all shoes have removable inserts but these did. And then he would sweat in his shoes trapping more moisture on top of the already dark and moist shoes. 
So it may not be the shoes, but check!!
