Carrying super low

I’m 23 weeks today and baby is ALWAAAAYS super low. I almost never feel her much higher than my hipbones. I’ve noticed maybe two kicks that were slightly higher, but other than that she’s always super low, below my waistband on my pants. My last two appointments (one at 19 weeks and one today) i’ve had to pull my pants much lower for my doctor to be able to find her heartbeat. I told her today that i only ever feel her super low, and when she found the heartbeat, she said “wow! She really is down there at the very very bottom huh!” When i told my mom about it later, she seemed surprised that my doctor didnt express any concern about it. Which now has me all worried, since this is my first pregnancy 😅 should i be concerned about her being so low constantly ??
