I have had 3 months in the past 2 years where I haven't ovulated and they've been extremely long cycles, around 60 days. 
But every woman is different.

Usually yes but you can have whats called an anovulation cycle where some women experience anovulation bleeding.
USUALLY when you ovulate, you get your period if you arent pregnant.
The body is complex.
