Is my 5 month old behind?

He isn't rolling and doesn't lift his head for tummy time. (On the floor)

He lifts his head in general but still not 100% strong. He has never pushed himself up on his hands either.

My first born was super advanced in everything she did, she was sitting up at 5 months and walking by 9 months. I'm not comparing the two just a little worried he's not catching up.

Other then that he talks a lot, sits up unsupported for 30 seconds and sleeps all night.

What things can I be doing to help him if he hates tummy time??
