California water shortage

So I saw an interesting post about the California water crisis this year that was anon. I thought it was a great topic and super interesting as a scientist that works in environmental fields. So with the water shortage and the high amd immenent fire risks in the state this year do you support agressive water restrictions like many scientists are suggesting?? I know some areas have owned water rights but should people with large lawns or water features or things like golf courses get all the water they need when the shortage could cause cities to have to bring in outside water for citizens at VERY high cost. Should the state stop allowing very high water needing crops such as almonds or subsize almond farmers to new crops? What should be done? I live in Sweden currently but have family on the west coast and they are worried with how low the lakes are. What's every ones views.
