Best wipes/budget friendly diapers for sensitive skin?

So I don’t know if this is normal or not but my little girls labia is still pretty red. It seems like when I wipe her, it’s worse along with her butt getting red. This happens even with pampers pure wipes, huggies special delivery etc. and we’ve tried a few different diapers just to use up the ones we’ve gotten as gifts so I can’t even tell at this point if the redness is a diaper rash or a reaction to a diaper, or sensitive skin, or just normal newborn redness?! 😩 she’s three weeks old on Saturday so I thought if it was normal it would go away but we are really leaning toward sensitive skin at this point cause she gets red so quick even with a bath, her skin dries out so bad after a bath, this poor girl is just red no matter what we do.

So I need suggestions on budget friendly wipes & diapers that are good for babies with sensitive skin, we will try to switch it up first.

Diapers we are currently using: pampers swaddlers mainly. Also have members mark and allgood.

Wipes we are alternating between currently: koala kubs wipes in the warmer for nighttime, huggies special delivery during the day.

Comment your suggestions so I can stop at Walmart or target tomorrow when I go to the city for my tubal consult and get some new stuff for her! :)
