Low Level HCG

I would be 4 weeks and 1 day today. However, I just had my blood levels tested yesterday for HCG and they came back as only 20. That is obviously very low and I am worried. Has anybody else had very low levels can had a healthy pregnancy? Could it be an ectopic? Miscarriage? Chemical?
