Fluoride water for babies - could someone please explain?

I saw this insight on Glow Baby: You've been breastfeeding for 161 days. It's important to make sure that starting at six months of breastfeeding, your baby should be drinking fluoride-containing water on a daily basis.

What does this mean and why is that? I thought fluoride was in toothpaste and there was some debate about fluoride being harmful if too much was ingested back when I was small. And I thought bottle/mineral water for babies was a no no
