At how many months old can baby start being in one of these?

My girl is 4 months, holds head steady but can't sit unassisted. She can sit in it with a blanket in front of her so she doesn't lean forward. But she's still too small to enjoy the toys, she can't reach them lol. And just her tippy toes touch the ground. 
Sooo she doesn't get much enjoyment from these yet. Maybe in a couple months for us :)

Once they can hold their upper body by themselves (sitting unassisted) and feet can lay flat on the floor.

Don’t want their head flopping around. 
It’s more fun for them anways if they can stay upright and play with the toys
