I keep seeing those pad things that go inside urinals in womens washrooms but why?!?

First I saw them in toilets at the front of the bowl I assumed it was a splash stopper pad or something cause I’ve seen those in pre schools I worked at for little girls. Honestly some adults can use them too so I didn’t think much of that.

But then I saw one sitting on the floor at the movie theatre in the girls bathroom. After going to the bathroom I went to wash my hands and there was one in the sink.

Then I was helping my friend move some boxes from this girls club place she works. Not exactly sure what the building is but they rent it out for sleep overs and stuff I think it’s like a girl guides thing. ANYWAY I used the bathroom there and there was one on the counter and urinal cakes in the sink!! I asked my friend and she just said “immature 12 year old girls” and I thought girls are mature though that would be more of a boy thing then I thought back to when I was 12 definitely something my friends and I would do. But that STILL doesn’t explain why I’ve seen them everywhere else. I mentioned it to my friend and she was like well sometimes at sleep overs the girls would sneak into the boys bathroom in the middle of the night, pee in the urinals, piss matches, and take stuff and trash the place (they now lock the boys bathroom door obvs) and she told me that when I was at the movies little girls must’ve snuck in during a movie or something and took it and brought it to the womens bathroom. Has anyone else been seeing these in OUR bathroom??

Update: it was not placed in the sink over the drain. It was thrown in the sink. Like at the movies has one of those fancy drains where it’s one big sink with a bunch of faucets but it like tilts so all the water falls into a slit. It wasn’t covering no drain
