Moms with toddlers that are runners

Just looking for any advice or at what age do they stop running. My daughter will be 3 in November and her running away has gotten worse and I don’t even want to take her anywhere because I’m scared she’s going to run off. When I tell her to stop /danger she doesn’t listen. I don’t no what to do and am feeling so defeated. I have a second child on the way.
