Absolutely! It’s recommended to take them 3 months before TTC and the first trimester at least!
It’s even better to take during your entire pregnancy and during postpartum (even more so if breastfeeding). 
My doctor told me to take them as my daily vitamin until I’m done having kids.

Yes. You need that folic acid immediately. The neural tube starts forming immediately and if you don’t have enough folic acid it can lead to pretty serious neural tube defects.
