15 month old stood and fell backward in the tub and hit the back of her head

We just arrived at an AirBNB and I went to give my little one a bath. The moment I put her in the tub, before I could get her to sit, she somehow (it all happened in seconds and I don’t remember the exact sequence of events) locked her knees and lost her balance, falling backward and hitting her head on the bottom of the tub, which didn’t have more than an half an inch of water in it. I was holding her and her somehow she fell. She cried and my spouse and I managed to get a small smile from her by singing baby shark, and she stopped crying once we took her out of the tub after a very brief wash. She’s been fine since then—stumbling around but she’s just learning to walk and she is very very tired from her first flight every followed by a long drive in an unfamiliar place. She payed with toys and building blocks and has been acting normal since the fall. I texted our after hours doctor, who said I should sleep with her just to watch her tonight and go to the ER if she vomits or becomes irritable.

They say that a fall from a height if 3 feet is considered serious: is that 3 feet on top of her height?
