Red bumps/ bites on toddler help!!

My two year old has all these red bumps that are also sores right along her diaper line on both legs. What the heck?? I thought maybe fleas but our pets seem fine and are medicated and what’s throwing me off is it’s pretty much primarily just in these spots on the back of her legs. Help!! Also advice on how to treat??
