You are 13 years old. This is the perfect time to start building up your self respect and know your self worth. Don’t get swayed by this superficial reasons of liking. Liking being pretty or funny. Find someone who will like your smart, your personality, your kindness, your deep rooted human qualities. 
I understand he is also thirteen and may not have that depth of character to understand these thing. But he is mature enough to articulate correctly that he is not ready for a relationship but also keep you as an option. So I will hold him at that level of maturity and say that his reason for liking you is superficial. 
If it was my daughter , I will tell her to leave him alone. He said no to a relationship. A no means no. Respect that.
But also not offer yourself to him in any lesser capacity like a standby girlfriend.
