It’s technically neither. 
It’s not abortion as it prevents pregnancy from happening.
It’s not meant to be used as birth control.
It’s a high dose of hormones to delay ovulation in emergency situations (condom break, missed birth control pills, rape..)

Plan B just prevent pregnancy from occurring it’s not abortion or birth control… That’s why many women think Plan B don’t work because they find out they’re pregnant if you already pregnant when you take the plan b it’s not going to do anything for you
