Body hair on 10 year old

I'm honestly never expected puberty to start so early. My boyfriend's son is 10 and he told me he started growing hair near his "pepper". I didn't feel the most comfortable having this Convo with him so I told my boyfriend and my boyfriend said he noticed he started growing a little armpit hair, but didn't know he was growing down there hair. Is this too early for puberty?
