Advice on how to talk to sisters-in-law about Christmas gifts

I bake cookies for Christmas every year. This year, my mother-in-law requested no cookies for her. She also mentioned "oh, and no cookies for my daughters either. They end up throwing them out because they don't like them."

I was shocked and embarrassed. My husband thinks I should just make them cookie boxes anyway because this is literally the first time he's heard about his sisters getting rid of their cookies.

I feel like I should ask his sisters if they want cookies and give them the chance to say no, but I don't want to put them in an awkward position. If they just mentioned to their mom they were throwing their cookie boxes out, and I suddenly ask if they want cookie boxes this year, I feel like they might get embarrassed because I know they've been throwing out the cookies.

What should I do? I don't want to embarrass my sisters-in-law, but I also don't want to waste ingredients. If I do ask them if they want cookie boxes, how should I do it?
