I recently started seeing this on my toilet paper when I wipe, is this normal?

It looks like normal jelly-like/sticky discharge. 
This should be just one type of discharge you get during a cycle. Typically this can occur when you go from dry to fertile discharge, and sometimes between ovulation and menstruation. 
If it is like that every day, it is not “normal”, but it is also important to know that medicines, birth control, stress, health issues, hydration, and other things can affect your discharge. Your discharge is related to your hormone levels on that day, so anything that can mess with your hormones can affect how your discharge feels or looks.
Like always: if it burns or itches, smells fishy or bad, are bright yellow, blue or green, or you have any reason to think there is a problem, see your doctor.
