My boys get those its eczema patches. They need a thick cream type of lotion for it to work

This looks like discoid eczema, my son has been dealing with bouts of it on and off for a little over a year. Use hydrocortisone ointment (not the cream, specifically the ointment!) on it, you can get it OTC at the pharmacy and apply it twice a day. Also make sure in between applications you keep baby's skin well hydrated!
