Baby eczema?

I had thought my 4 month old baby’s cheeks were just dry and cracked. I have been putting Aquaphor Baby ointment on them daily. Now on closer inspection, I’m realizing it looks like tiny raised red vessels. The Aquaphor does help temporarily. Is this eczema or something else? Is there something better that I can try to get rid of it? I never brought it up with the pediatrician since I thought it was just dry skin. He hasn’t said anything about it when he sees her.
