These are hives. Usually it's an allergic reaction, and your doctor might suggest medication if your baby is showing discomfort or if there are any hives or swelling near the neck or face.  
But my daughter had them for weeks when she was a baby and antihistamines never worked. They called them idiopathic hives (medical for "we have no idea the cause").  As she got older I learned that she always got hives after every viral infection even when no one else in the family did. Just a weird reaction I guess. 🤷‍♀️

Definitely hives. They are caused by an allergic reaction to something. Will usually go away on their own once the cause of the reaction is identified and separated.

Hives, maybe from the diapers or bum cream. Did you change brands recently?
