hair spray or gel safe for 1 year old?

is it safe to add hairspray to a 1 year olds hair?

I just asked my pediatrician about this because my baby will be in a wedding this summer. She said a TINY bit of gel or mousse is ok for special occasions, you just want to make sure baby doesn't rub their hair and suck on their hand.
