Is my daughters development normal?

My daughter is 7 (8 in June), 4'2 in height and 66 lbs. She has no fat on her, she eats mostly healthy. But she is getting breasts, and sometimes wears a training bra with certain clothes because you can really notice it. She doesn't have/didn't get any breast buds yet, but she has boobs now, there's fat around them, they look swollen and protrude outward. I'll bring it up to her doctor when i go again, but is a normal part of breast development? I read she should get breast buds first
