Should I cut my bangs or get a 70s/90s cut?
I've been growing out my hair for a while and I'm overdo for a haircut. I'm wondering if I should get my fringe bangs again and just cut my split ends or if I should keep growing my hair out and get layers. I really love the 70s/90s voluminous hair.
I bought hot rollers but they didn't do a lot since I don't have layers. I also want to buy a heatless hair rod to achieve the bouncy fluffy hair look.

This is the longest my hair has ever been currently. It's really thick which I like but for the past year it's been a mess. I feel like there's constantly product, it feels waxy, even after I wash it and it gets tangled/ratty constantly. I do an apple cider vinegar rinse and clarifying shampoo once a week and it lasts a day or two then gets bad again. Doesn't matter what shampoo I use and we don't have hard water. Is there something a hair dresser could fix?

For the past 6 years I've had fringe bangs with side pieces. I'm insecure about my forehead which is why I'm not sure about growing out my bangs.

This is the hair I'd like. I think I can achieve it because my hair is thick but I'm not sure what cut I need to achieve this. Preferably I'd like layered hair I can style into a 70s/90s blowout, but that I can also wear without styling (wavy/natural) like in the top right photo.
I was going to tell my hair dresser "Trim split ends. Long layers, keep the thickness of my hair - don't thin it. Something I can wear naturally and blow-dried 70s/90s blowout. Texturized/blended."
Do you think it's possible?
