My 3 week old baby feels warm to the touch, is this a normal temperature?

Most docs don’t consider fever until 100.3 or greater! Keep observing and if you’re concerned or baby isn’t acting right then yes get babe checked.

Where did you take it? A 3 week old should have a rectal temperature taken. If that is a rectal temperature, then it is normal. If it was taken another way (mouth, armpit, forehead, ear), it is not reliable.

Could be considered low grade fever. I personally would not panic yet. I would make sure baby has a full belly and assess their clothes and blankets (dressed appropriately the temperature at home?) skin to skin can also help newborns regular their temp!

I would definitely double check with a rectal thermometer since that is what’s most accurate for that small of a baby. 
Fever is considered 100.4°F and higher, and if your baby has a fever you should take them to the ER immediately. 
I know that sounds kind of scary, but my newborn had a 100.6 fever at a week old that rose to 102.2 just a couple hours later and it turned out he had a UTI we had no clue about.
