What is this?

My 9 year old daughter has this bump like thing. We noticed it a few months ago and when I tried popping it blod came out and it went away for a while. Now its back. Its a bit lower then were the last little bump was. We tried popping it but it seemed for of a scar like tissue instead of blood. Its not growing or anything like that and it dosent hurt her. We amready have a set doctors appointment for later this month but I was wondering if anyone had this happened to them before?
