Should I invite MIL to first birthday party?

I really want to, but I’m afraid she might ruin it. I invited her to our wedding, which she then showed up to but proceeded to tell everyone she didn’t want to be there. For the baby shower she only stayed about 20 minutes, but bought a lot of gifts. She’s only seen baby maybe twice since she’s been born. Every time we invite her she always has something going on so we stopped inviting. Now that the first birthday is coming up I’m debating inviting her because I don’t want her to say something off the wall or make an excuse not to come that will hurt my husband. It really messes with his mental state. I’ve always heard of over bearing in laws, but does anyone have in laws that simply do not care about you whatsoever?
